CIP Zhong Neng ONS EPC Project Design and PCM Service

Engineering Expertise at the Core, Driving the Future of Green Energy

The Zhong Neng Offshore Wind Farm is located off the coast of Dacheng Township in Changhua County and is one of the key development projects within Taiwan's Phase II offshore wind potential zones. With an installed capacity of 300 MW, the project utilizes 31 units of Vestas turbines from Denmark. The wind farm is jointly developed by China Steel Corporation (CSC) and Copenhagen Infrastructure Partners (CIP) of Denmark, and is operated by Zhong Neng Power Corporation. As one of Taiwan's offshore wind farms with the highest level of local content, the Zhong Neng project is expected to supply clean electricity to approximately 300,000 households upon completion, marking a significant milestone in Taiwan's energy transition and green energy independence.

Within this project, the onshore substation plays a critical role as the central hub for transmitting power generated from the wind farm. Its engineering design and construction quality directly impact the overall operational efficiency and safety of the wind farm. Leveraging its strong engineering expertise and cross-disciplinary integration capabilities, PECL was commissioned to support the detail design and construction supervision of the onshore substation, becoming an indispensable technical partner for the project.

With extensive experience in the power, civil, and public works sectors, PECL offers comprehensive capabilities across structural, architectural, electrical, and electromechanical engineering. During the detail design phase, we adopt rigorous engineering methodologies aligned with international standards to ensure that the substation design meets the high levels of safety, constructability, and long-term maintainability. Our familiarity with Taiwan's regulatory framework and Taipower interface requirements further enables us to help the client mitigate project risks and enhance overall quality.

During the construction phase, PECL is responsible for on-site supervision and quality management, overseeing material inspections, construction procedures, safety audits, and schedule control. Our professional team works closely at the front line of the construction site to ensure that every engineering detail complies with design specifications and international quality standards, providing a solid foundation for the project's safety and reliability.
