Building on its strong engineering foundation, PECL expanded from nuclear energy into the thermal power sector, supporting the development of subcritical, supercritical, and ultra-supercritical coal-fired power plants as well as natural gas-fired simple cycle and combined cycle facilities.
Today, PECL provides comprehensive services throughout the entire project lifecycle, including planning, feasibility studies, environmental impact assessments (EIA/EIS), front-end engineering, detailed design, project management, construction support, commissioning, and operating plant services. PECL has served as an owner's engineer, engineering designer, construction supervisor, project manager, and EPC contractor for clients across Taiwan and the Asia-Pacific region.
As Taiwan transitions toward cleaner energy sources, PECL plays a key role in helping utilities modernize their thermal generation assets. By supporting the replacement of aging coal-fired facilities with highly efficient natural gas combined cycle plants, PECL helps reduce emissions while maintaining reliable power supply.
Key projects include:
- TPC-Taichung Combined Cycle Power Plant: Owner's Engineer for this ongoing project. The combined cycle plant's twin 1.3GW GE 71HA.03 units are intended to replace coal-fired units.
- TPC-Hsieh-ho Cycle Power Plant: Owner's Engineer for this ongoing project. PECL is supporting TPC to transition from oil-fired power generation to natural gas-fired combined cycle power plants.
