Since our founding in 1979, Pacific Engineers and Constructors Ltd. (PECL)
has proudly supplied the technical expertise vital to the miracle of Taiwan's economic development. Initially formed as a JV with the MOEA, we are now a wholly owned subsidiary of Bechtel, a world-leading EPC services company.

We got our start in the exacting nuclear power industry. Since then, PECL has diversified to become a leading Engineering, Procurement, and Construction firm. We now work in a wide variety of fields, including Data Centers, LNG-to-Power, Intelligent Infrastructure and Mobility, and Renewable Energy.

PECL's dynamic team of expert engineers, construction and technical specialists can undertake entire projects on a turnkey basis as well as single scope roles. Our services include full engineering design, including Building Information Modeling (BIM) and other design processes, as well as project and construction management, global procurement and contracts, and a host of other services.

Our long-standing customers include some of Taiwan's most valuable and important companies, including Taiwan Power Company (TPC), China Steel Corporation (CSC), Formosa Plastics Group, and CPC. We are adding customers every year such as Google and Copenhagen Infrastructure Partners and re-engaging with past customers such as Taiwan Semiconductor Manufacturing Company (TSMC).

Although we are firmly established in Taiwan, our reach is truly global.  Bechtel ownership established PECL on the world stage, allowing us to bring our competitive advantages to numerous successful international projects in support of Bechtel. Our capabilities are greatly enhanced though our support on international projects and because of our ability to "reach back" to Bechtel and share global resources, experience, and lessons learnt from its 120+ year history.

Our project successes span the globe, from the Mass Rapid Transit system in Riyadh, Saudi Arabia, to numerous mining and mineral projects in South America. We have worked on numerous combined cycle and cogeneration projects, wastewater treatment systems and chemical plants in China, the Philippines, Australia, and in the United States, among many others.
