The Chemical & Environmental business line group has a unique, dual perspective on the industry, simultaneously approaching it from the perspective of both industrial development and environmental protection. The Chemical & Environmental practice was established in 1988, with PECL's participation in the construction of DuPont and Rohm & Haas's chemical plants in Taiwan. Combining the latest technology with hard-earned experience, we are environmental specialists that can advise customers on site selection and environmental impact assessments, and then propose mitigation solutions to ensure business and the environment can be sustainably integrated.
We offer a full range of services to refining, petrochemical, chemical and gas-to-power areas. Deploying the most modern three-dimensional structural and piping design software available, we also boast state-of-the-art walk-through model review workstations, fully automatic structures, control and electrical design tools, and process simulation software. We serve our customer as an experienced engineer-constructor, facilitating the design, construction, and startup of plants on schedule and within budget. To improve environmental quality, PECL is committed to providing innovative solutions of hazardous and municipal waste management, noise abatement, water resource planning, environmental quality survey & management, and remediation of soil & groundwater contamination.
PECL's achievements include:
- EPC services for Formosa Plastics Group Mailiao Petrochemical Complex, including chemical terminal, VCM, LDPE, EVA, PS MA, spandex, carbon fiber, etc.
- Feasibility study, EIA and front-end engineering design for CPC's Yungan, Taichung, and Third LNG receiving terminals, as well as Taiwan Power Company's Hsieh Ho and Taichung Harbor LNG receiving terminals.
- EPC for the Taiwan Fertilizer Company's CBS ammonia recovery plant – PECL's first EPC project.
- Multiple wastewater treatment plants.
