Engineering
Engineering is the core of our business. PECL self-performs all the design disciplines required to deliver a project. We develop innovative technical solutions for the most challenging problems, and we place the needs of our customers first. Our Engineering team utilizes state-of-the-art technology and software, and closely adheres to industry-wide best practices. Because we also perform construction, our engineers understand designs need to be cost and schedule efficient.

PECL Engineering brings expertise in a wide variety of markets, including transportation, renewables, and industrial. We also have a strong track record in emerging industries, completing offshore wind and data center projects. Our breadth of coverage allows us to draw upon a deep pool of engineering knowledge. We are unique in that we have reach back to our parent, Bechtel, and its global network of technical resources and expertise.

PECL brings together the right professionals and a global procurement supply chain through Bechtel to meet our customers' needs. We have access to a diverse network of reliable suppliers and subcontractors to obtain materials and services, on-time, on budget and to the specified quality.

PECL draws on the considerable resources of Bechtel, our parent company, to make sure that we satisfy the procurement requirements of our customers. Bechtel spends over $16 billion a year, drawing on suppliers from 120 countries; that provides PECL a competitive price advantage. We have the right tools and people for the job:

Construction
Construction
Construction brings the work of our Engineering and Procurement teams to life. We are one of the few construction companies in Taiwan that can self-perform design and "stamp" designs to local requirements. That allows us to provide seamless integrated EPC services performed by in-house staff. We manage all aspects of the construction process, from site planning and layout, implementation of temporary facilities and utilities, work planning, safety, quality and schedule management. Working safely and ensuring everyone returns home safely each day is the culture PECL brings to its projects. PECL delivers construction on its own EPC projects and has extensive experience supporting customers with construction management services. We have provided EPC and other services across numerous markets.

Testing, Commissioning & Startup
Testing, Commissioning & Startup
For our Engineering, Procurement & Construction (EPC) projects, PECL starts from the end and looks back at how to most efficiently start-up and turnover the project by the required schedule. Our TC&S team works across the execution functions to integrate the needed testing and commissioning activities from project inception to confirm design, procurement, and construction activities will meet customer's handover requirements by the required date. We provide a suite of services required for successful commissioning and startup. We are flexible and work with our customers to implement the needed approach to this phase of the work. The Startup team takes the lead in turning over completed projects to customers. We take this responsibility seriously, and place a premium on education and training for our customers' employees.

Project Management
Project Management
PECL's Project Management team integrates all elements and stakeholders in the project life cycle – including design, procurement, contracting, construction and start-up and testing – to ensure the project quality, safety, schedule and cost requirements are met. Members of our senior team are certified Project Management Professionals (PMP) and Six Sigma certified, and our team draws on extensive technical know-how across industries and markets to keep our customers' projects on track and on budget.

Bechtel have a standard PM toolbox which PECL draws upon in order to ensure project success. Accordingly, we can handle a project's needs, no matter the scale or cost. We offer a variety of tools, dashboards and processes to monitor and manage quality, safety, earned value, risk, schedule, costs in a proactive manner to identify issues and implement preventive measures before they occur. Moreover, our team is flexible and well situated to initiate, negotiate, and respond to any changes in a project's scope or timeline.

Project Controls
Project Controls
Our Project Controls team takes a 360° view of each project life cycle to maximize value, minimize cost, and ensure that targets are met, and projects delivered on time and on budget. Each project team is supported by PECL's functional project controls resources to provide an additional off-project assessment of the project.

We implement dashboards and regular reporting tools to enable projects to continuously monitor and evaluate progress and performance against plan so that they can respond quickly and effectively to any needed deviations to plan. Our project control tools provide early warning of trends, deviations, slippage, and other potential problems, allowing timely corrective actions to be taken to minimize the impact on cost, schedules, and quality.

Building Information Modelling (BIM)
Building Information Modelling (BIM)
PECL is a leader in BIM and its application on EPC projects. Projects require extraordinary coordination, with no room for error. Building Information Modeling allows all stakeholders to stay aligned throughout the project lifecycle. Using 3D modelling software, we create detailed digital models of every aspect of a project before and during a project's life cycle. This allows us to successfully predict costs and manage construction inputs.

Our deployment of BIM maximizes efficiency thoughts in all phases of design, fabrication and construction. Accordingly, PECL uses BIM as its default design approach because BIM:

  • improves design configuration, collaboration and management.
  • minimizes site construction clashes.
  • increases schedule certainty.
  • enhances constructability reviews.

Environmental, Safety & Health

We are committed to achieving and sustaining "Zero Accidents" performance, and to working with our stakeholders to improve ES&H effectiveness in our industry. At PECL, we believe safety is everyone's responsibility. We apply people based management systems and procedures to ensure the success of our projects, and perform project audits and assessments to verify we are working to plan. Our ES&H function is engaged from project inception to close-out and develops suitable management plans before work commences in the field. ES&H are engaged in the design phase as PECL has a "safe by design" philosophy, whereby identification of construction hazards and risk assessment during design minimizes/prevents safety hazards during the construction/start-up work phases.

Quality Assurance
Quality Assurance
Quality is a core value for PECL. We are passionate about quality excellence and doing our work right the first time. PECL is the first engineering consultant in Taiwan to obtain ISO 9001 Quality Management System in 1996. SGS, the multinational testing and certification company, conducted extensive audits every three years, and surveillance audits every 6 months. We are ISO9001: 2015 certified. PECL was awarded the SGS 2018 ISO 9001 Plus Award on QMS Knowledge Management Benchmark. We provide quality services to our own projects and can do the same for our customers as a stand-alone QA/QC service.
