Power Business Line provides comprehensive services from planning, engineering, construction, commissioning, to operating plant services for the power industry. The roles PECL have played include owner's engineer, basic/detail engineering designer, construction supervisor/manager, and turkey contractor for various customers in Taiwan, the United States, Japan, the Philippines, and Mainland China.
Power has a special place in PECL's history. In 1979, PECL was established as a JV between Bechtel and the Ministry of Economic Affairs (MOEA) to help Taiwan Power Company (TPC) develop its nuclear power generating infrastructure and transfer international EPC skills to the local market. PECL in conjunction with Bechtel successfully delivered the Maanshan and Kuosheng Nuclear Power Plants. We continue to provide TPC operating plant betterment services as well as backend management work (e.g., low level radioactive waste treatment/storage/disposal, spent fuel wet/dry storage, and plant decommissioning).
Initially working only in the nuclear power field, PECL broadened into the fossil fuel power market including subcritical, supercritical, and ultra-supercritical coal-fired power plants as well as natural gas-fired simple and combined cycle power plants.
PECL undertakes feasibility studies, front-end design work, EIS/EIA services, EPC, and all manner of engineering and technical support for nuclear and thermal power plants (including waste to energy and cogeneration facilities) throughout Taiwan in other parts of Asia Pacific.
Today, PECL is helping Taiwan achieve a sustainable future. By replacing its coal-fired power plants with cleaner natural gas combined cycle power plants, we are lowering the island's carbon footprint. Some projects include:
- Taichung Combined Cycle Power Plant: Owner's Engineer for this ongoing project. The combined cycle plant's twin 1.3GW GE 71HA.03 units are intended to replace much of Taichung's 5.5GW coal-fired capacity.
- Xiehe Combined Cycle Power Plant: Owner's Engineer for this ongoing project. PECL is supporting TPC to transition from oil-fired power generation to natural gas-fired combined cycle power plants.
- Chinshan Nuclear Power Plant Decommissioning: our Environmental Impact Assessment resulted in the successful issuance of a decommissioning permit in July 2019.
- Kuosheng Nuclear Power Plant: Expansion of spent fuel cooling pool capacity, as well as radioactive waste treatment, storage, and disposal.
PECL continues to retain industry leading competency in nuclear energy and we provide on-site operations and maintenance support to TPC. PECL remains committed to the safe and efficient operation and decommissioning of Taiwan's nuclear power plants.
These diversified roles and experiences coupled with the technical support from our parent company Bechtel have shaped PECL into a leader in domestic power design and construction.
