Wayne Chin

Chairman

Wayne assumed his current role as Chairman and President of Pacific Engineering Constructors, Ltd. (PECL) in 2016. Previously, Wayne was part of a consortium management team led by Bechtel for delivery of Package 1 of the six-line Riyadh Metro, a project valued at over US$10 billion. During his 30+ year career with Bechtel, Wayne has held global functional and project management leadership roles. He has experience in managing large, complex, multidiscipline engineering and construction projects, including delivery of the Crossrail and Reading Station Area Redevelopment program (US$8.5 billion), and managing a capital works program to upgrade and maintain assets on the Jubilee, Northern and Piccadilly Metro Lines in London (US$5.2 billion). He has lived and worked throughout Asia, Europe, America, and the Middle East and has considerable experience in working across different markets and cultures. Wayne excels at addressing challenges related to cross-cultural communication. Wayne holds a Master of International Management degree from the American Graduate School of International Management.

Wayne Chin

Chairman

Oliver Su

President

Oliver Su serves as the President of Pacific Engineers & Constructors, Ltd. (PECL), bringing nearly three decades of experience in engineering, construction, and leadership. Throughout his career, Oliver has played a pivotal role in advancing engineering solutions and driving operational efficiency across various sectors.

Before being elected President, Oliver led PECL’s Advanced Technology, Manufacturing & Renewables (ATM&R) Business Line, a newly established division designed to support the growing demand in data centers, high-tech fab, offshore wind, waste-to-energy, and heavy steel making industries. Under his leadership, the ATM&R portfolio expanded significantly, and he implemented key organizational changes to enhance project execution, resource allocation, and overall efficiency. His ability to align technical innovation with business strategy positioned ATM&R as a critical growth engine for PECL.

Oliver’s career spans a diverse range of engineering and construction disciplines. He began his professional career in New York’s premier engineering firms, working on numerous complex infrastructure projects before founding his own design consultancy in Manhattan New York. Since joining PECL, he has held key leadership roles, including Chief Civil/Structural Engineer, Manager of Engineering, and Business Line Manager where he played a crucial role in establishing the BIM Center for developing customized applications to improve digital execution capabilities and production efficiency, as well as adopting centralization approach to structure the design execution in a way that aligns with its goals and enhances its operational efficiency. His efforts led to enhanced collaboration, competence, and integration among PECL’s global design centers, reinforcing the company’s commitment to innovation and excellence.

His leadership within PECL has been consistently recognized - he was elected Assistant Vice President in 2019, promoted to Vice President in 2022, and ultimately President in 2024. With a strong foundation in engineering, digital innovation, and business strategy, Oliver continues to drive PECL’s growth and strengthen its position as an industry leader in engineering, construction as well as project & construction management.

Oliver holds a Ph.D. and M.S. in Civil and Construction Engineering from Oregon State University and a B.S. in Civil Engineering from Tamkang University. He is a licensed Professional Engineer (PE) in the State of New York and Connecticut.

Virginia Tsao

Vice President / Manager of Legal, Risk Management & Commercial

Virginia oversees all PECL's legal and commercial affairs. In addition to navigating insurance and regulatory issues, she also serves as the firm's Ethics & Compliance officer where she works tirelessly to confirm PECL conducts its business in a professional and ethical manner. A member of the PECL family for over twenty years, Virginia previously worked for CitiBank Taiwan, as well as some of the island's most notable law firms.

Virginia graduated from the National Chung Hsing University with a Bachelor of Laws (L.L.B) degree. She is a member of Legal Committee of A/E Association, R.O.C.

Ewan Lin

Vice President / Manager of ATM&R BL

Ewan has 24 years of EPC experience in the industry, with 20 of those years with PECL. He joined PECL as a field scheduling engineer and has worked in all areas of Project Controls and Procurement and Contracts, reflecting his extensive experience and superlative cross-functional skills in procurement, planning, schedule and cost controls, and estimating across entire industries especially in EPC projects. He has been the PM on several smaller projects and Bechtel experience working on different GBU workshare international projects. Ewan has brought his EPC experience and lessons learned working with Bechtel to develop and implement tools and processes that have enhanced PECL operations.

Ewan was previously the Manager of Functions assuming oversight of all EPC functions. Prior to this notable position, he was functional manager of Project Controls with added responsibility for Contracts & Procurement.

Ewan holds a MS in construction engineering and management from National Taiwan University and a BS in civil engineering from National Chiao Tung University. He is a Bechtel Six Sigma Yellow Belt.

Tiffany Lee

Assistant Vice President / Manager of Corporate Services

During her PECL tenure, Tiffany has strengthened PECL's administrative foundation. She oversees a broad range of corporate services, including information and planning, finance and accounting, human resources, and office services. Proactive and meticulous, Tiffany focuses on streamlining corporate services to maximize customer satisfaction. Tiffany is people oriented and a key member of our PECL Diversity & Inclusion working group where she strives to improve the PECL culture and work environment.

Tiffany holds a MS in Human Resources Management. She is a proud member of PECL's Toastmasters Club, where she sharpens her English-language presentation skills.

Robert Liu

Assistant Vice President / Manager of Chemical & Environmental BL

Robert heads PECL's Chemical and Environmental Business Line, where he oversees a diverse portfolio covering everything from environmental impact assessments to EPC services for petrochemical and gas projects. Over more than three decades, Robert has excelled in an array of roles on domestic and international projects and has developed strong ties with some of PECL's most important customers, including Taiwan Power Company, Formosa Plastics, and CPC. Robert's technical knowledge, experience, and leadership make him well suited for his role.

Robert holds a BS in Chemical Engineering and is a member of the Chinese Institute of Engineers, Taiwan Institute of Chemical Engineers, The Combustion Institute of R.O.C.

Jih-Yeu Ju

Assistant Vice President / Manager of EPC Functions

Jih-Yeu (JY) assumed the role of Manager of EPC Functions that includes supervision of Engineering, Construction/Startup, Commercial and IS&T. Operation of these departments decides the outcome of project execution. JY’s responsibility is to enhance the overall execution efficiency of projects.

JY holds a BS in marine engineering at the National Ocean University. He is a certified Fire Protection Engineer; and has certification as QC Engineer, Level A Technician for Occupational Safety Labor Health Management.

JY has been with PECL for more than 30 years. He started his career as a mechanical engineer. Prior to his current position, he held the important roles as Manager of Startup, Manager of Construction and Chief Mechanical & Nuclear Engineer. His knowledge and experiences cover Engineering, Construction, Startup & Project Management.

JY holds a BS in Marine Engineering and is a Certified Fire Protection Engineer.

Andrew Chin

Assistant Vice President / Manager of Construction & Startup

Andrew leads PECL's Construction and Testing, Commissioning, and Start-up (TCS) team, where he deploys his decades of extensive construction experience to ensure that are completed safely and on-time. Considered a team player by contractors and customers alike. Andrew started as a construction engineer for the Taipei MRT's Muzha Line and in 2012, Andrew became Site Manager for Google's Data Center projects and was crucial to their successful completion. Andrew also gained international experience supporting Bechtel on several projects where he received letters of appreciation from Bechtel and their customers for his dedication to the work.

Andrew holds a BS in Civil engineering and is a Category A manager of occupational safety and health affairs and a PCC Certified Quality Control Engineer. He is a member of Labor Safety & Health Management Association, R.O.C.

Angus Hsieh

Assistant Vice President / Manager of Nuclear Power BL

Angus assumed the newly created role as Manager of the Nuclear Power Business Line this year. He had been the deputy manager of the Power Business Line, responsible for the nuclear sector and has more than 22 years with PECL. Angus is uniquely qualified to take on this new role having worked on various nuclear projects related to all the nuclear power plants in Taiwan ranging from nuclear power plant betterment work, spent fuel storage, low-level radwaste storage & disposal, and nuclear power plant decommissioning. Having spent most of his career in the nuclear industry, Angus possesses proven technical ability to lead the PECL nuclear business operations and has earned a well respected reputation in the industry.

Angus earned his BSc in Nuclear Engineering at National Tsing Hua University and MSc in Radiological Health Sciences at Colorado State University. He is a Senior Radiation Protection Personnel certified by Taiwan Atomic Energy Council. Angus is also a member and/or director of numerous associations such as a member of American Nuclear Society, Chung-Hwa Nuclear Society, and Taiwan Electrical Power Association, director of Nuclear Science & Technology Association, Taiwan Nuclear Grade Industry Association, and Nuclear Information Center.

Jack Wu

Manager of Thermal Power BL

Jack is the Manager of the newly created Thermal Power Business Line, a role he is well suited for given his diverse experience in all types of thermal power plants and his 40+ years of PECL service. He is considered a technical subject matter expert and has worked on a variety of thermal power projects such as gas turbine combined cycle, waste thermal recovery, IPP, cogeneration, coal-fired and biomass power plants. Jack also worked on nuclear power stations in Taiwan and in the USA. He started his career as a piping engineer, transferring to mechanical engineer and has taken on variety of roles such as the design supervisor, PE, PEM and PM for all types of projects. His previous roles included business line management of the cogeneration and IPP markets. Jack's professional experience, personal integrity and enthusiasm has helped him and PECL earn the respect and trust of such customers as Taiwan Power Corporation, Formosa Plastic Group, YFY, CLC, Marubeni and other international firms. He is well known for his "can do" personality and being customer focused.

Jack earned a Ph.D. in materials engineering at National Taiwan Ocean University, a MS in engineering management at Tatung University and a BS in mechanical engineering at National Taipei Industrial Technology University. He is also a member of Taiwan Cogeneration Association, Taiwan Electrical Power Association and Taiwan Bio-energy Technology Development Association.

Tzong-Ping Hwu

Manager of Transportation

TP is the Manager of the Transportation and Communications Business Line, a role for which he is well suited, having spent most of his over 30-year career in the transportation industry on numerous MRT, LRT, HSR, Railway projects. Prior to joining PECL, TP worked for many years on various Taipei MRT projects and joined PECL as a structural engineer on the design of the viaduct and tunnel sections of the Airport MRT project. As Deputy Business Line Manager, he managed PECL's scope on the Danhai LRT project. TP is known as a team player and drives cross-functional collaboration within his business line.

TP holds a MS in Structural Engineering and is a Taiwan registered Professional Engineer and a member of several engineering associations such as the Taiwan Structural Engineers Association; Chinese Society of Structural Engineering; and Rail Engineering Society of Taiwan.

Wilber Wang

Manager of Quality Assurance

Wilber is responsible for supporting functions and projects to meet quality standard requirements, including work processes, procedures, education and training, and innovations to establish a quality work culture.

Wilber completed his master’s degree in structural engineering from the University of Southern California in the US. He holds the ISO 9001:2015 Quality Management System Lead Auditor Certification, ISO 45001:2018 Occupational Health and Safety System Lead Auditor Certification and ISO 14001:2015 Environmental Management System Lead Auditor Certification.

Throughout his 30 years career with PECL starting as a structural engineer, he also held the illustrious position of Chief of Civil/Structural/Geotech and Architectural discipline. His extensive expertise and experience include managing complex transportation, power and LNG projects in Taiwan, Saudi Arabia and the US.

Arthur Kao

Manager of ES&H

Arthur's 20 years of EPC experience across multiple markets such as power, industrial and hi-tech and in diverse roles such as field engineer, site manager, QC engineer, site coordinator and ES&H manager serves him well for his functional ES&H role. Arthur oversees the company's ES&H operations and ensures projects are executed safely, to local ES&H codes and standards, and meet customer requirements. Arthur is respected for his dedication to protecting people and the environment.

Within PECL, safety is a "value" and not an "objective" and Arthur is instrumental is driving that safety culture within PECL. He knows safety is about "people" and not "statistics" and works with our customers, partners, supply chain and PECL colleagues to drive safety through a people based safety program. Arthur strongly believes all accidents are preventable and constantly drives to "Zero" accidents. He has developed and implemented "leading" rather than relying on "lagging" indicators to support his drive to "Zero".

Arthur holds a BS in Civil engineering and a MS in Harbor Engineering. He holds Class A and B certification by the Ministry of Labor, R.O.C. for occupational safety management; BSI/IRCA ISO 45001:2018 OHSAS auditor certification; and SGS/IRCA ISO 9001:2008/2015 quality management auditor certification.

Ruth Su

Manager of Engineering

Ruth is a seasoned engineering leader with three decades of experience in engineering consulting, specializing in complex infrastructure and industrial projects. As the Manager of Engineering, she is responsible for shaping engineering strategy, overseeing project execution, and driving technical innovation to uphold the highest standards of quality, safety, and efficiency. Prior to this role, she was the chief of Electrical and Instrumentation & Control discipline. Throughout her career, Ruth has led multidisciplinary teams in delivering high-profile projects across various sectors, optimizing engineering resources, enhancing design quality, and proactively mitigating project risks and delays. Her expertise extends to electrical and instrumentation / control system, construction management, and sustainable design, ensuring that every project meets both technical excellence and environmental responsibility.

Ruth is deeply committed to fostering a culture of innovation and continuous improvement. She plays a pivotal role in mentoring engineers, strengthening cross-functional collaboration, and implementing best practices to elevate engineering capabilities within the organization. She holds a master’s degree in civil and construction engineering management from National Taiwan University. She actively contributes to professional development initiatives within the engineering community.

Carrie Hsu

Manager of Commercial
/ Project Controls Manager

Carrie leads the Commercial Group with main scope supervision on Prime Contract Management, Contracts and Procurement and Project Controls.

Carrie joined PECL in 1989 as a Project Controls Engineer and has worked in different roles within this function. Prior to this distinguished promotion, she was Manager of Project Controls. She has been involved in the planning and execution of various projects spanning from power plants to LNG terminals for more than 20 years. Her collaborative approach and willingness to take ownership in the quality and timeliness of deliverables help drive success and “can do” environment. She helped ensure that PECL’s commercial strategies are fully executed to enhanced and safeguard PECL’s operations.

Carrie holds a BS in business administration from Chung Yuan Christian University.
