Leaving a positive and sustainable legacy

Taiwan's energy transition - Together we can help shape the communities that will improve people's lives and leave a positive and sustainable legacy.

Taiwan is in the midst of a substantial transition of its power supply away from coal and nuclear and towards renewable energy and natural gas -- and PECL is leading the charge.
From building substations for Danish offshore wind developer Copenhagen Infrastructure Partners' CFXD wind farm -- one of Taiwan's most ambitious -- to developing key natural gas projects, including the critical Datan expansion 8&9 as well as the Datan 7 add-on, PECL is a key player in this energy transition.

Sustainable development has always been part of PECL's vision, and the company has provided its engineering expertise for all manner of waste management projects, including waste-to-energy plants, wastewater treatment facilities, and even nuclear waste management. PECL incorporates sustainability in its designs when it is cost efficient to do so. For the iconic Kaohsiung Main Railway and Metro Station, the PECL design helped the project reach the highest green building grade level (Diamond) based on Taiwan's EEWH green building system assessment.

PECL is a certified Environmental Impact Assessment (EIA) provider by the Taiwan Environmental Protection Administration, and PECL has provided EIA services for most of Taiwan's biggest power projects over the past 30 years, including all of the natural gas combined cycle units. PECL likewise can supply sustainability impact, risk assessment, and technical reviews.

PECL strives to decarbonize every project to reduce emissions and environmental impact while enhancing ROI. Many of our customers are committed to 100% renewable energy, and PECL is incorporating renewable power generation and energy efficient construction and design into many of our projects. Our state-of-the-art Building Information Modeling (BIM) software enables us to save energy and costs throughout the project's development. Moreover, we use Big Data software applications to investigate and find opportunities for energy savings and emissions reductions. In fact, the data centers that we designed and constructed for a hyperscale cloud provider in Taiwan are among the best PUE (power usage effectiveness) rating in the customer's global network.

While building new sustainable energy and infrastructure is crucial, decommissioning, decontaminating, and restoring old coal-fired and especially nuclear power plants is equally important for a safe and clean future. Again, PECL is at the heart of the solution. PECL is providing an array of services for Taiwan's first nuclear power plant decommissioning project at Chinshan Nuclear Power Plant (NPP)1 and will be with the project until the site is completely restored to greenfield status. PECL is likewise already involved in the coming decommissioning of Kuosheng NPP2 activities.

Sustainability does not stop at Taiwan's shores, and PECL has executed projects in sustainable mass rapid transit and low-carbon energy around the world.
