Taiwan is an industrial technology powerhouse, with large footprints in everything from semiconductor foundries and data centers to heavy industries such as steelmaking and petrochemicals.

Since 1985, with the development of China Steel Corporation's (CSC) No. 2 Blast Furnace Third Revamping Furnace Shell, PECL has played a huge part in fostering Taiwan's surging Asian Tiger economy. The Industrial Business Line has provided the whole gamut of services -- from feasibility studies and preliminary designs to detailed engineering and turn-key EPC -- across project life cycles. More importantly, PECL brings deep and longstanding relations with Taiwan's government and industries to ensure projects are approved and completed within schedule requirements.

Our projects include:
  • Continuous design, engineering, and construction management for BF (Blast Furnaces) and BOF (Basic Oxygen Furnaces) for Taiwan state-owned steelmaker CSC's Dragon Steel subsidiary.
  • Google Data Centers – full turnkey, EPC services including testing, commissioning & startup and handover for 3 hyperscale data center facilities including utility plants and substation facilities. The EPC scope covered CSA and MEPF design and construction for the 3 DC and ancillary facilities (subgrade and superstructure). Work also included site preparation and improvement and hardscape/landscape design and construction for the ~15 hectare campus where the 3 DC facilities are sited.
  • Array of services provided to multiple fabrication facilities owned by Taiwan's leading semiconductor foundries, including TSMC and UMC.



Renewables
Helping customers reach decarbonization goals

The Renewables Business Line provides a full range of turnkey EPC services for the offshore wind, solar and waste to energy markets. We are engaged in the exciting offshore wind power (OWP) market and are currently providing a variety of EPC services for the onshore portion of 3 OWP projects totaling 900MW in the Taichung region for international and domestic developers.

PECL was involved in over 50% of the current waste to energy projects that are in operation in Taiwan today and provided a variety of EPC and start-up and commissioning services for those projects.

Besides EPC services we also provide planning, EIA/EIS, FEED, and a range of feasibility study services to help our customer develop and move renewable energy projects from conception to realization.

  • Offshore wind: Taiwan has some of the world's best wind resources and is leading Asia's offshore wind market, with 5.5GW of capacity already being developed, with a total of 15GW planned for by 2035.
    Getting this power from the turbines spinning out in the Taiwan Strait to the onshore transmission grid is essential. PECL leverages its experience in power projects to provide the full range of turnkey EPCM services for onshore substation and transmission line systems.
  • Waste-to-energy: In the Circular Economy, the waste of one industry becomes the feedstock for another. Taiwan has long been using waste to generate power, and PECL has been in the waste-to-energy sector since 1993. PECL provides everything from EIA services and front-end design to the full range of turnkey EPC solutions.
  • Solar power: Taiwan has big goals of 20GW for solar, but its small size and limited available space are challenging the installations market. PECL is already working on innovative solutions that enable agriculture and solar power to co-produce on the same land. PECL leverages its experience in power projects and systems around the world to provide the total range of services in solar power, from pre-project planning to turnkey EPC solutions.
