Advancing the Frontline of Green Energy with Engineering Excellence
The “Fengmiao Phase 1 Offshore Wind Farm,” led and developed by Copenhagen Infrastructure Partners (CIP), is located off the coast of Changhua and is one of the key projects within Taiwan's Round 3 offshore wind zoning development. Fengmiao Phase 1 is planned with an installed capacity of 500 MW and will utilize the latest generation of large-scale offshore wind turbines. Once completed, the project will deliver stable and clean green electricity to Taiwan's power grid. Jointly advanced by CIP and multiple international and local partners, the project is recognized for its high level of localization, stringent environmental and safety standards, and innovative engineering solutions—marking a significant milestone in Taiwan's path toward energy independence.
In this large-scale green energy development, the onshore works serve as a critical link, responsible for converting, stepping down, and transmitting the electricity generated by offshore turbines to the Taipower grid. Leveraging its strong engineering expertise and cross-disciplinary integration capabilities, PECL supports TECO in the onshore EPC scope of Fengmiao Phase 1, undertaking essential tasks including detail design, construction supervision, and civil, structural, architectural and landscaping works execution—making PECL an indispensable technical partner in the project.
During the detail design phase, PECL deployed a professional team with backgrounds in structural, architectural, electrical, and electromechanical engineering. All engineering design work was carried out in accordance with international standards and Taiwan's regulatory requirements. From substation layout and building structures to equipment foundations and Taipower interface planning, PECL conducted rigorous evaluations to ensure that the design meets the highest standards of safety, constructability, and long-term maintainability.
As the project moved into the construction phase, PECL assumed dual responsibilities in both construction supervision and civil works execution. The supervision team worked directly on-site, overseeing material inspections, construction procedures, safety audits, and schedule control executed to the high standards to ensure every engineering detail meets design and quality requirements. Meanwhile, the civil works team handled substation building construction, foundation works, and related civil engineering tasks, demonstrating extensive practical experience and execution capability in large-scale energy projects.
The advancement of the Fengmiao Phase 1 Offshore Wind Farm not only represents continued progress in Taiwan's renewable energy sector but also highlights the crucial role of local engineering teams in international collaboration.
