Kaohsiung Southern District WtE BOT Project Engineering Services

Strengthening sustainability, safeguarding the South

This project is led by Cleanaway and Taiwan Life Insurance, in collaboration with Ebara Environmental Engineering from Japan, the Dutch Mecanoo architectural team, Malone Chang & Jade Lin Architects, and multiple smart technology and engineering partners. Positioned as a "Net Zero Sustainability Benchmark Park," the project aims to reshape the waste-to-energy landscape of Kaohsiung's secondary urban center through AI, circular economy, low-carbon architecture, and intelligent management.

Adopting a "build first, demolish later" engineering strategy ensures a smooth transition between old and new plants. Japanese experts work alongside Taiwanese technical teams to promote operational knowledge transfer. The core solution features Ebara's patented grate technology for high-efficiency incineration. The new plant design emphasizes energy recycling, open campus, environmental friendliness, and waste upgrading and reuse. Technologies such as fly ash washing reduce landfill costs by 57% and extend landfill lifespan. The project integrates systems for anaerobic digestion of kitchen waste, biogas power generation, rainwater harvesting, solar PV, and carbon capture and reuse, forming a self-sufficient energy management framework.

During operation, comprehensive AI management will be implemented, including AI-assisted crane control, optimal feed recommendations, equipment fault prediction, automated inspection tasks, real-time dashboards, and 100% digitalized maintenance, ensuring stable combustion, reduced unplanned downtime, and enhanced safety and efficiency. Socially, the project emphasizes community friendliness and open public spaces, with three distinct zones for incineration, affiliated businesses, and community amenities to minimize the impact of garbage trucks. The old plant structure will be preserved for exhibition, education, and reuse, while providing community benefits, job opportunities, and public sports and cultural spaces. Through AI, low-carbon technologies, and circular resource management, the project aims to achieve net zero emissions by 2032, establishing Kaohsiung as a model for sustainable cities in Asia.

Responsibilities include detailed design for electrical and instrumentation control systems, technical document and drawing review for equipment suppliers, interface integration, and 3D BIM modeling for civil and structural works. supports the developer in integrating design and supply interfaces among system vendors, civil contractors, and equipment suppliers.

With standardized and continuously improving management processes, it helps the owner achieve efficient, safe, and sustainable incinerator facility construction, promoting waste management and smart industry development in the Kaohsiung region.
