Cheng Loong invests NT$3 billion to build Taiwan's largest biomass-powered cogeneration system in partnership with Valmet.

Cheng Loong Paper (1904), a major industrial paper manufacturer, signed an agreement today (30th) with Valmet, a global leader in pulp and paper technology, to jointly build Taiwan's largest biomass-powered cogeneration system at its flagship plant in Houli. The project, with a planned investment of NT$3 billion, is expected to commence construction in 2026 and be completed in 2029. This move will strengthen Cheng Loong's energy resilience and competitiveness, upgrade its three major circular advantages of "waste reduction, energy creation, and greening," and lead the paper industry towards a dual-axis transformation towards AI and low carbon.

Cheng Loong stated that the system utilizes a 120-ton circulating fluidized bed (CFB) boiler and steam turbine generator, achieving cogeneration benefits. It will generate 128 million kWh of electricity annually, reducing coal consumption by over 87,000 metric tons per year. Upon completion and operation in 2029, it will create an annual carbon reduction of up to 48,000 metric tons for Taiwan, while increasing the plant's alternative fuel ratio to over 30%.

Valmet has a proven track record of over 100 multi-fuel CFB boilers worldwide. The Cheng Lung Houli CFB boiler is Valmet's first representative project in Taiwan. The entire system was designed by the original European manufacturer, incorporates the latest low-pollution technologies, and adopts Valmet's automation system and big data operation platform. Through remote connection and the Industrial Internet, it achieves high-efficiency monitoring and intelligent control.

PECL is the design consultant company by the client, Cheng Lung Corporation, responsible for the project planning and design, and assisting the client to integrate all package system equipment, including the boiler and steam turbine generator.
