Turning Municipal Solid Waste (MSW) into Green Energy

PECL is proud to have participated, with our customer (Ta Ho Environmental), in the groundbreaking ceremony of the Wenshan Waste-to-Energy (WTE) BOT (Build-Operate-Transfer) project, which was hosted by the Taichung City Government. The event marks a key milestone in advancing Taiwan’s recycling and circular economy policies, aimed at reducing landfill reliance and achieving 20% of the country’s power generation from renewable and green energy infrastructure.

PECL played a pivotal role in supporting Ta Ho Environmental in securing this project which will have a processing capacity of 900 tons/day and operate 24/7 when completed.  Ta Ho is one of Taiwan’s leading WTE O&M service providers.  It is a local company founded by Taiwan Cement Corporation and the France-based Veolia Group, combining strong local operational expertise with world-class environmental solutions.



PECL, over the last 20 years, has contributed on the design and/or construction of nearly half of Taiwan’s MSW incineration plants. As most of these facilities approach major equipment renewal cycles, Taiwan has adopted a BOT model and offered incentives to have private developers accelerate modernization and enhance the efficiencies of MSW incineration plants.  This new facility will replace the existing facility which has been in operation since 1995. Leveraging our proven WTE track record, PECL worked with Ta Ho’s core technology provider, Mitsubishi Heavy Industries Environmental & Chemical Engineering Co (MHIEC), to develop an integrated and competitive solution—successfully supporting the developer in securing this project.  MHIEC is supplying the major equipment, including the incinerator units, and will participate in the operation of the new Wenshan plant.  Selection criteria placed significant emphasis on sustainability, plant aesthetics, and the ability to integrate the overall site into the surrounding community.  Accordingly, PECL, together with Ta Ho and MHEIC, visited several leading international MSW incineration plants to gather ideas and incorporate these “softer” considerations alongside the technical requirements into its winning proposal.

PECL are providing balance of plant design integration and PM/CM support services as part of an integrated Ta Ho delivery partner team.  We are excited to integrate Mitsubishi’s next-generation intelligent WTE technologies to improve operational efficiency and enhance the environmental performance of the next phase of WTE infrastructure.  PECL remains committed to supporting the Taiwanese government in its goal to establish a circular economy and reshape public perception of waste incineration plants from unwanted facilities into clean, people-friendly public infrastructure that delivers long-term value to communities and to the environment.
