TPC Hsieh Ho CCGT Power Plant FS & OE Project

Providing low-emissions power to Northern Taiwan

The Hsieh ho Power Plant supplies much needed power to the busy Taipei metropolitan area, but its four 500MW each heavy oil burners are aging and in need of replacement. Plant owner Taiwan Power Company (TPC) chose combined cycle natural gas turbines (CCGT) for the revamp, as they are highly efficient and generate far fewer pollutants than either coal or oil. Hsieh Ho's location in Keelung City, however, is not only isolated from Taiwan's natural gas pipeline network running throughout the west coast but is also within a sensitive maritime environment of great value to fishing associations, environmentalists, and recreationalists.

So, TPC's challenge is to not only install two trains of 2X2X1 (two gas turbines and one steam turbine) 1300MW CCGT units, but also the LNG receiving terminal to fuel them, as well as accompanying coastal works.

TPC needed an engineering services firm capable of not only providing all Owner's engineering service functions for the power plant, but myriad environmental services as well.

TPC, of course, chose its long-time trusted partner, PECL, for this complex job. PECL is one of the few design consultancies in Taiwan that is licensed to perform EIA/EIS and detailed design engineering services.

As Owner's Engineer for the entire project, PECL provided the Feasibility Study, EIA (Environmental Impact Assessment), and preliminary design for the Power Plant, Coastal Works (including LNG unloading facilities; embankment construction/reclamation; and outer breakwater), and the LNG receiving terminal and LNG storage tank engineering/construction. Deploying its acclaimed commitment to environmental protection as well as cutting edge design technologies, including BIM (Building Information Modeling) processes, PECL is making this challenging project a reality.

PECL is likewise providing:

  • Power block EPC tender and BOP (Balance of Plant) package preparation
  • Technical evaluation for EPC bid proposal
  • Detailed design for BOP systems/buildings
  • Site survey and soil investigation
  • Marine engineering for LNG jetty and other tasks
  • Permit applications
  • Vendor document review
  • Consultation and coordination for field support during construction
  • Witness for field performance test
  • Construction support services (technical queries, design changes, as-built)

The Hsieh Ho Power Plant upgrade commenced on January 2019 and will continue until December 2032.
