TPC Datan 8&9 CCGT Units Project

Powering Taiwan's energy transformation

Taiwan takes pollution seriously, but also needs a steady, safe, and reliable power supply. Taiwan is retiring much of its coal fired power and replacing it with renewable energy but will continue to rely heavily on natural gas for its power generation. Combined Cycle Gas Turbines (CCGT) are preferred for their reliability, high efficiencies, and lower emissions. CCGT units have a power-generating steam turbine running off the waste heat of the gas turbine, generating more power from less fuel, with efficiencies as high as ~64%.

At ~4.4GW installed capacity, the Datan Power Plant is already Taiwan’s largest natural gas power plant. Located in Taoyuan City, northern Taiwan, Datan Power Plant is soon going to get a lot bigger with the completion of the 1,100MW GE CCGT Unit 8, followed by its twin, Unit 9. Built in two trains in a 2 X 2 X 1 configuration, these will be the largest CCGT units built in Taiwan.

PECL was the clear choice for the EPC Contractor Marubeni (BOP partner with GE), based on PECL’s close relationship with project owner Taiwan Power Company (TPC) and our experience on CCGT projects. TPC and PECL have worked together on numerous power projects over the past forty-plus years and have successfully electrified much of Taiwan. PECL also brings broad international experience navigating the legal codes and regulatory regimes of many countries, enabling us to get projects through permitting processes smoothly and efficiently. TPC likewise looked to PECL for our devotion to innovation and expertise in the most advanced technologies, such as BIM (Building Information Modeling) 3D modelling and design processes.

PECL is providing Balance of Plant engineering services for the Datan Expansion Project Units 8&9, including: Civil, Steel structure & Architecture (CS&A); Environmental Engineering; Mechanical System & Piping Engineering; Instrumentation and Controls and Electrical Engineering. We also provide design services on parts of the Power Island block for GT/ST transformers, lube oil system, ammonia storage condensate areas and EDG and compressed air buildings.

    a. Civil, Steel structure & Architecture services include:

          Plot planning
          Piling, building, foundations

    b. Environmental Engineering services include:

          Sanitary treatment package/septic tank
          Low- and high-level chemical wastewater systems and water recovery areas

    c. Mechanical system & Piping Engineering services include:

          Water circulation system outside power block
          Integration of the packaged systems:
               - Sea water transfer and brine water systems
               - Demineralized treatment plant
               - Fire protection water and raw water pump house

    d. Electrical Engineering services include:

          Single line; cable routing; tray with support, lighting, grounding, public address, and building services
          Control instrumentation, wiring, air location and logic diagrams

 

For Datan 8&9, PECL is deploying BIM processes to guarantee that the project is done with utmost efficiency and clarity. BIM enables PECL professionals to visually render models to ensure that designs are aligned and that all stakeholders know exactly how the project is progressing. PECL’s expertise with BIM allows the customer and contractors to predict costs and manage construction processes. PECL professionals are deploying several key technologies, such as: AVEVA E3D for GE Design interface; Revit for Structure/Foundation/Arch/Cable tray/Panel; and OpenPlant for Equipment & Piping. So far we have produced over 2,000+plus detailed design drawings extracted from BIM and more than 1,400 ISO drawings.

 

PECL's work began in 2019 and is ongoing. By 6/30/2024, both units of the Datan 8&9 project will be commercially operational.
