TPC Datan 7 CCGT Unit Add-on Project

Expanding Taiwan's low-emissions power capacity

Taiwan aims to transition its energy supply from coal and nuclear towards renewables and natural gas -- while keeping pace with ever-rising demand for power. PECL's work on the expansion of unit 7 at the Datan Power Plant in Taoyuan City, northern Taiwan, exemplifies these dual challenges.

In 2016, Taiwan Power Company (TPC) found itself in a reserve margin crunch, with peak demand potentially threatening to outstrip supply on several occasions. As a stopgap, TPC awarded GE the turnkey installation of two simple cycle units with a total installed capacity of 600MW. Simple cycle gas projects do not match the capacities or efficiencies of combined cycle facilities, but are faster and cheaper to build, and TPC's need for extra peaking power was urgent and so Datan unit 7 was a solution at the time to address the reserve margin crunch.

With the decommissioning of almost 5GW of nuclear capacity amidst rising electricity demand, TPC is moving forward to convert unit 7 from a simple cycle to a combined cycle power plant, increasing its capacity by a third and improving overall efficiency. PECL was chosen by Hyundai Engineering Co., to undertake this complex design scope.

The Project

The Datan 7 Add-on Project is a Bottom cycle add-on of a single 300MW STG (Steam Turbine Generator) to create a total output of 900MW. It will include the provision of:

  2HRSG (Heat Recovery Steam Generator) and stacks
  1 surface condenser
  related HP, MP and LP steam/water systems and equipment
  Retrofitting of gas turbine building enclosures
  BOP (Balance of Plant) systems and buildings

PECL is playing a major role throughout the project, providing detail design of PI (Power Island) and BOP systems and buildings. PECL's expertise in BIM (Building Information Modelling) guarantees that the project is done with utmost efficiency and clarity. PECL professionals deploy BIM to visually render models to confirm that designs are aligned and that all stakeholders know exactly how the project is progressing, allowing customer and contractors alike to predict costs and manage the design and construction progress.
PECL likewise brings its local project management experience to help on the Building Permits application process; construction support, including vendor documents and shop drawings review, technical queries resolution, as-built drawing and document turnover; and development of equipment and material specifications.

Power Island

PECL is providing CSA (Civil, Structural & Architectural) building services and MEPF (Mechanical, Electrical, Plumbing & Firefighting) for the Power Island structures, including the STG, gas turbines, electrical equipment, and HRSG superstructure. PECL is providing the pipe designs for all HP (High Pressure), IP (Intermediate Pressure), and LP (Low Pressure) systems, including P91 and P22 piping. The design remit includes determining line sizing, wall thickness, pressure drop calculations based on system performance requirements (pressure, temperature, etc.) as well as pipe supports (struts, hangars and U-bolt) design.

Datan 7 Add-on Project commenced in February 2020 and is planned for completion by the end of 2023.
