CIP CFXD Offshore Windfarm Onshore Facilities EPC Project

Helping Launch Taiwan into the future of energy

PECL has a track record of proven excellence in delivering design and engineering, and EPC services on power projects in Taiwan and worldwide. Both independently and through its parent, Bechtel, PECL has gained extensive experience developing natural gas, cogeneration, biomass, and waste-to-energy projects that provide millions around the world with low-emissions energy. Now PECL is bringing this proven track record of success to Taiwan's burgeoning offshore wind industry.

Taiwan is developing a first-class offshore wind sector that will not only generate huge amounts of emissions-free power but also a brand-new industry. Working hand-in-hand with global offshore wind developers and local manufacturers, Taiwan is localizing its offshore wind supply chain and transforming the island into a hub for green energy manufacturing.

As one of a select group of local EPC companies with global power experience that has extensive experience with Taiwan Power Company (TPC), PECL was the obvious choice for the delivery of onshore substations for the 589MW Changfang & Xidao (CFXD) offshore wind farms being developed by Copenhagen Infrastructure Partners (CIP). The CFXD offshore wind farm is among the largest such developments in Taiwan and will eventually provide clean, green energy to over 600,000 homes in Taiwan.

The CFXD project leverages PECL's EPC expertise in engineering, construction and project management along with its international experience and deep familiarity with the local business environment, approval authorities and long history with TPC.
As CIP prioritizes safe and sustainable practices for all of its projects, it chose PECL also for its well-deserved reputation and global perspective on ESH (Environment, Safety, Health) and QAQC (Quality Assurance, Quality Control).
PECL is delivering all the detailed engineering for the onshore portion of the project and performing EPC services on the civil, structural and architectural scope of the onshore substation which includes permitting approvals. Additionally, PECL is providing Project & Construction Management (PCM) and civil/structural scope for the entire onshore project site which includes the routing and design of the transmission lines to Taiwan Power Company (TPC)'s onshore substation.
CFXD is landmark project in the offshore wind industry and PECL is honored to be one of the team members to deliver this project. It represents a major agreement between an international developer and a local supplier, and marks a major milestone on Taiwan's journey towards becoming a green energy hub.
