Waste-to-Energy Resource Recycling Park, Net Zero Carbon AI Smart Management Park
Wenshan Incineration Plant is located in Nantun District, Taichung City. It is a major infrastructure project promoted by the Taichung City Government to modernize urban waste treatment and improve environmental quality. Leveraging over forty years of experience in large-scale public engineering design and management, PECL undertook the design, project management, and construction consulting services for this project, assisting the client in the complete construction of new incinerators and the replacement of old facilities, achieving the goals of sustainable environmental protection and efficient waste treatment.
The project scale and objectives include the construction of two new incinerators with a daily processing capacity of 900 tons, fully replacing the old facilities, enhancing Taichung City's waste treatment capacity, and reducing the pressure on landfill sites. The project is implemented under the BOT model, with a consortium formed by Taiwan Cement, Da-Ho Environmental Protection, and other teams to establish a special-purpose company. PECL is responsible for design and technical consulting, ensuring engineering quality and progress. Construction is divided into three major phases: preparation of temporary facilities, construction of the main plant, demolition of the old plant, and completion of landscape roads, ensuring smooth transition between new and old facilities and improvement of the surrounding environment.
PECL provides comprehensive design and technical services for this project, including:
1. Civil structure, electromechanical, environmental engineering, plant design, and pipeline layout, with the introduction of 3D modeling technology to enhance design accuracy and collaborative efficiency.
2. Project management, procurement management, contract management, and construction coordination, supporting smooth progress at each stage and compliance with client requirements and regulatory standards.
3. Environmental protection and occupational safety planning, introducing advanced international incineration and pollution control technologies to achieve multiple goals such as waste reduction, energy saving and carbon reduction, and pollution emission reduction.
