Nuclear Power

PECL's roots are in the nuclear power industry. Established in 1979 as a joint venture between Bechtel and Taiwan's Ministry of Economic Affairs (MOEA), PECL was originally formed to support Taiwan Power Company (TPC) in developing the nation's nuclear power infrastructure while transferring international EPC expertise to the local market.

In partnership with Bechtel, PECL successfully contributed to the delivery of the Maanshan and Kuosheng Nuclear Power Plants and has remained a trusted partner to TPC throughout the lifecycle of Taiwan's nuclear fleet. Today, PECL provides engineering, technical support, and operating plant services spanning plant operations, maintenance, lifecycle management, and decommissioning activities.

We continue to support critical backend fuel cycle and waste management programs, including low-level radioactive waste treatment, storage and disposal, spent fuel wet and dry storage solutions, and decommissioning programs.

Notable projects include:
  • Chinshan Nuclear Power Plant Decommissioning: our Environmental Impact Assessment resulted in the successful issuance of a decommissioning permit in July 2019.

  • Chinshan Outdoor Spent Fuel Dry Storage Project: this project reached a major milestone with the complete defueling of the reactor core

  • Kuosheng Nuclear Power Plant: Expansion of spent fuel cooling pool capacity, as well as radioactive waste treatment, storage, and disposal.

  • Kuosheng Outdoor Spent Fuel Dry Storage Project: successfully completed its dry run (cold testing) in July 2026

PECL retains industry-leading competency in nuclear energy and remains committed to supporting the safe operation, long-term stewardship, and responsible decommissioning of nuclear assets. Combined with the technical resources of our parent company, Bechtel, PECL continues to be a leader in Taiwan's nuclear engineering sector.
