★ Responsibilities:
- Develop the subcontract strategy for the proposal and/or project based on overall business line and/or project execution strategy considering project risk, pricing, scope, and schedule. Use the contract strategy to prepare and implement the project contract execution plan.
- Establish and implement the project subcontract formation and subcontract administration programs and ensure compliance to applicable company policies.
- Provide ongoing guidance in the various aspects of subcontract management to the designed project Procurement Manager and Project Manager and key members of the project team to ensure that sound subcontract formation/administration principles are applied throughout the subcontracts work process.
- To monitor and off-project support the designed project Procurement Manager to execute the subcontract plan, research and prepare recommendations and reports for contracting for major services, taking into consideration legal, commercial, ESH, quality and financial factors; maintain an awareness of current conditions throughout the life of the project;
- Manages and monitors Procurement operations including procurement, quality surveillance, expediting, traffic & logistic, import/export compliance and field procurement and maintains communication with the business lines and project personnel visits to ensure that the services of Contracts & Procurement meet the needs of the business development and project executions.
- Maintains regular communication with the business lines, functional and project Procurement Managers to maintain knowledge of projects’ progress in order to apply required management direction, or corrective action.
- Establish and maintain the global and local supply chain data source and connections with regular visits to support company-wised business development and project executions.
- Responsible for the functions’ resource recruiting, training and people developed.
★ Qualifications:
- Demonstrated experience in pricing, contract law, subcontract drafting, administration and negotiation of change orders, effective correspondence, planning and scheduling.
- Thorough knowledge of subcontract formation and administration relating to a multi-discipline construction and/or EPC project.
- Proven leadership ability
- Technical and administrative knowledge of engineering/construction industry contracting practices, government and commercial procurement regulations and practices.
- Global experience in project contracts and procurement management, and familiar with local industry market and connections with local contractors and supply chains resources.
- Skilled in managing personnel including interviewing, hiring, training, development, performance evaluation, career counseling, salary administration, and knowledge of personnel procedures and policy.
- Experience in working with the other functional service organizations, i.e., purchasing, expediting, supplier quality, traffic and logistics, and field procurement operations
- Degree in Business, Quantity Surveying, Law, Engineering, Construction Management or Cost Engineering, or equivalent.
- Experience in engineering or construction industry.
- TOEIC score of 700 above is mandatory and fluent in mandarin as well.
