and Operations services to all of its Business Lines. From start-up quality control
verification to the facility/system turnover, PECL employs a credo of exacting
thoroughness. PECL field startup teams join the testing activities at a later stage of
construction and convert the execution strategy from the commodity and facility mode to
system mode to ensure that pre-operations and commissioning sequences and requirements
have been taken into account in a working arrangement. Testing of equipment and systems to
meet specified functional requirements and early production is a critical duty of the
start-up group. During
the plant operation phase, PECL performs plant betterment, outage, maintenance and
operation services as needed. PECL also conducts feasibility studies, detailed design,
procurement, construction and testing of equipment and systems, resulting in improved
operability, maintainability and reliability.
