PECL's project controls system
provides the manager, the project team, and the customer with the means of continuously
monitoring and evaluating project progress and performance against goals and milestones
such as the project budget and schedule. It also gives advance warning of trends,
deviations, slippage, and other potential problems, allowing timely corrective actions to
be taken to minimize the impact on cost, schedule, and quality. An integrated computer
network is used, when appropriate, to provide an instantaneous controls system that
continuously monitors project progress and performance.
